Electrical infrastructure code of practice seeks to protect landowner rights

06 June 2025

Electricity pylons on farmland

New electricity code of practice promises to help ensure farmers and landowners involved in infrastructure projects on their land are properly and fairly advised and represented.

The CAAV (Central Association of Agricultural Valuers), ENA (Energy Networks Association) and the RICS (Royal Institution of Chartered Surveyors) have published a code of practice aimed at giving best practice guidance to professionals.

The code of practice was developed with input from an expert working group, which the NFU has been involved in from the start and provides clear best-practice guidelines that balance the delivery of essential infrastructure while protecting the rights and businesses of those affected.

It is being trialled in the coming 12 months, with the working group reconvening to consider whether any amendments are needed.

The CAAV鈥檚 new Code of Practice is a vital step for landowners and farmers to ensure fair and proper treatment during the development or upgrading of electrical infrastructure.鈥

Fair and proper treatment

NFU Vice-president Rachel Hallos said the new guidance 鈥渋s a vital step for landowners and farmers to ensure fair and proper treatment during the development or upgrading of electrical infrastructure鈥.

鈥淭his means that our members and their representatives can work with Distribution Companies with greater confidence,鈥 she added.听

Minister for Energy Michael Shanks said:听鈥淪ecuring Britain's clean energy future means improving infrastructure in a cost-effective way to get renewable electricity on the grid. Without this infrastructure, we will leave families exposed to unstable fossil fuel markets and energy price spikes.

鈥淲e want landowners hosting vital electricity network infrastructure to be partners in this.

鈥淭hat鈥檚 why we are endorsing the Central Association for Agricultural Valuers鈥檚 Code of Practice which sets out best practice advice for those who install or operate electricity infrastructure and those who host it.鈥

The Code of Practice is endorsed by the CAAV, the ENA and the RICS and has support from:

  • CLA (Country Land and Business Association)
    CPA (Compulsory Purchase Association)
  • Green Gen Cymru
  • LCAG (Land Compensation Agent Group)
  • NFU
  • NFUS
  • Scottish Land & Estates
